PostSubject: Tourism business is suffering from rollover   Fri Jul 18, 2008 12:28 am

George Town (CNS): With recruitment already a significant challenge for the tourism industry, the Cayman Islands Tourist Association (CITA) says the immigration term limits on overseas workers is adding to its members staffing problems. Following Leader of Government Business Kurt Tibbetts’ comments in the Legislative Assembly on Friday 27 June, when he said the policy of placing limitations on the length of time that a foreign worker could remain in the Islands had not had any adverse affects on local business, CITA said that having staff rolled over was “extremely difficult” for its members.

“It makes it difficult to ensure that we provide the 5-star service here in the Cayman Islands that we boast of in our advertising efforts when we find that perfect person and then they are rolled-over," said Trina Christian, President of the industry body.

She explained that while the system of key employee status allows employers to plead for specific "special" employees who offer a unique asset to the business, the term-limit policy was not making allowances for the specific positions that are essential to the tourism business and create very difficult recruitment issues for owner/managers on an ongoing basis.

“Hotels can vouch that the successful candidate for a head chef’s position will make or break the restaurant, and after countless tries to recruit on-island they are regrettably faced with a recruiting process with overseas candidates. Even then it can take months to find the right person, and when you do find them you don't want to lose them,” Christian added. “This is just one example. The reality is the hospitality industry is competing with finance, education, health and many other sectors for local talent.”

In his statement, Tibbetts said the government’s assessment on the policy was that it was not having a negative impact on local commerce. “Statistics made available by the Immigration Department indicate that the Term Limit Policy has not resulted in an exodus of business or a ‘brain drain’ of professionals. Quite the opposite has occurred. Since the introduction of the term limit policy in 2004 the number of work permits issued to persons employed in professional occupations has increased,” he said.
